Update on the Grass Fire as of 7:00 p.m. 10/28: Basic Information Incident Type Wildland Fire Cause Under Investigation Date of Origin 10/22/2007 at 0508 hrs. Location NW of Lake Arrowhead Incident Commander William Kaage Current Situation Total Personnel 452 Size 1,247 acres Percent Contained 95% Estimated Containment Date 10/28/2007 at hrs. Fuels Involved Timber (grass understory) Fire Behavior Backing, creeping and smoldering. Significant Events A closure order remains in effect for the San Bernardino National Forest. The mandatory evacuation has been lifted east to Heaps Peak. The area adjacent to the Grass Valley Fire is still closed. Crews continued with effectie mop up. Outlook Planned Actions Crews will continue mop up of the fire perimeter. Projected Movement There is no anticipated incident movement. Growth Potential Low. Terrain Difficulty Extreme Containment Target Given adequate resources and favorable weather conditions the chosen strategy will likely succeed. Remarks Damage assessment teams continue their work. The mandatory evacuation order for the communities of Twin Peaks, Rim Forest, Blue Jay, Agua Fria, Deer Lodge Park, Sky Forest, Cedar Glen and the majority of Lake Arrowhead have been reduced to voluntary evacuation effective 12:00 p.m. on October 28, 2007. The area will be open to residents and re-entry passes will not be issued and are not required. (See News Release link for full information. A map of closed areas in the Grass Valley area is available under the map link.) Mandatory Evacuations for all areas from Heaps Peak to Snow Valley remain in effect. Voluntary Evacuations for Crestline, Lake Gregory, Cedar Pines Park, and Valley of Enchantment remain in effect. Road Closures--Hwy 330 remains closed. Hwy 18 is open to residents of Crestline, and Arrowheads areas with proof of a street address. Access to Big Bear is available from Hwy 38 via the I-10 as well as via Hwy 18 through the Hi-Desert in Lucerne Valley. Resources on Scene-- 38 Engines, 0 water tenders, 10 hand crews and 1 dozer, 0 Helicopters. 174 structures destroyed and 25 structures damaged. A total of 200 homes threatened for the Grass fire area and 5500 for the Slide fire area.

Fuels Involved Timber (grass understory) Fire Behavior Low intensity surface fire. Significant Events Made good progress containing fire spread on all flanks. Outlook Planned Actions Continue structure protection, mop up and patrol in residential areas. Improve fire line. Growth Potential Medium Terrain Difficulty High Containment Target Current strategy has proven successful. Remarks Mandatory Evacuations for most Arrowhead communites have been changed to voluntary. Mandatory Evacuation remain in effect from Heaps Peak to Snow Valley. Voluntary evacuations continue for Crestline, Cedar Pines Park, Lake Gregory and Valley of Enchantment. An estimated 201 homes have been burned. A total of 6000 homes threatened for the Grass fire area and 5500 for the Slide fire area. Road Closures--Hwy 330 remains closed. Hwy 18 is open to residents of Crestline, and Arrowhead areas. Hwy 18 is closed from the Junction of Kuffel Canyon Rd. in the Skyforest Area to Snow Valley Ski Area. Resources on Scene-- 292 Engines, 19 water tenders, 33 hand crews and 25 dozers. There is no estimated date for release of the Damage report. Utility companies working hard to support re-entry. Very light precipitation in some areas of the fire.

There was another suspicious start near the water treatment plant near Fredalba. The west access of SR330 at the end of that road. The Night Ops asked for the same investigator that investigated the earlier fire off SR330 by Station 38 to come take a look. They have someone on scene to protect the origin. The fire's not going anywhere so they want to preserve the origin as much as possible.

TODAY A BRIEF HIGH PRESSURE RIDGE WILL BRING A VERY WEAK OFFSHORE 
FLOW AND WARMER...DRIER CONDITIONS. MINIMUM RELATIVE HUMIDITIES WILL 
DROP TO NEAR 10 PERCENT IN PORTIONS OF THE MOUNTAINS AND INLAND 
VALLEYS. PRESSURE GRADIENTS WILL BE VERY WEAK TODAY AND EARLY MONDAY 
WITH AN EASTERLY 5 TO 10 MPH WIND COMPONENT...EXCEPT FOR THE 
AFTERNOON SEABREEZE NEAR THE COAST. 

FOR MONDAY AFTERNOON THROUGH WEDNESDAY...ONSHORE WINDS WILL RETURN 
WITH GUSTY WESTERLY WINDS AT TIMES BY TUESDAY AFTERNOON AS A TROUGH
